CALL TO ORDER The meeting was called to order at 9:00 a.m. by the Vice-Chair, Steve Webster. II. APPROVAL OF PREVIOUS MEETING MINUTES The August 25, 1995 meeting minutes were approved as presented. III. UPDATE: CALIFORNIA'S MUSSEL WATCH PROGRAM Terry Jackson presented the Mussel Watch Subcommittee's proposed options for gaining support for the State Mussel Watch Program (SMWP). (Please see Attachment A) Following discussion of the alternatives, it was agreed that the subcommittee should incorporate the Council's comments and recommend an action at the October meeting. IV. DISCUSSION: CENTRAL CALIFORNIA REGIONAL WATER RECYCLING PROJECT Pat Cotter, an Environmental Scientist at the MBNMS presented the report as follows: The Central California Regional Water Recycling Feasibility Study evaluates the possibilities of a regional water recycling project using recycled water from the City and County San Francisco. Each project alternative proposed in the study involves maximizing local water recycling within the Bay Area and exporting the recycled water in excess of that used locally. (Please see attachment B) Out of thirty export alternatives presented in the study, four have been identified as potentially feasible: 1) Delta Salinity Repulsion; 2) Monterey Bay Agricultural Irrigation; 3) Delta Salinity repulsion and Monterey Bay Agricultural Irrigation; and, 4) DMC Agricultural Irrigation and Wildlife Refuge Supply. Of immediate concern for the Advisory Council and the working groups is the fourth alternative, as it entails the construction of a pipeline to carry return flow agriculture waste water from the Delta and discharge it into the area located inside Sanctuary boundaries, but not protected by the Sanctuary mandate. An infrastructure such as this could pose an additional threat to the Sanctuary if it is used as a conduit for dumping other untreated material into the ocean. Comments on the Feasibility Study are due by November 1, 1995. Council members approved a motion to draft a letter expressing support for water recycling projects and the exploration of other programs to benefit the Monterey area but, to strongly reject the proposed construction of a pipeline to discharge waste water into the Sanctuary or areas adjacent to it. Moreover, the Council's letter should recommend that the project begin a comprehensive analysis of the environmental impacts as soon as possible. Rachel Saunders and Pat Cotter were asked to draft the letter on behalf of the Advisory Council. The Council also requested that the communication specify that there be some discussions of the project scheduled in either Monterey, Salinas, or both. V. UPDATE: STRATEGIC PLANNING COMMITTEE The Strategic Planning Committee presented three outlines for action developed as a result of decisions made at the Council's June 2, 1995 Retreat. The documents entitled, Council Procedures, SAC Strategic Plan Draft Outline, and SAC Action Plan Draft Outline, are an attempt to define procedures, specify actions, and structure a long-term strategic outlook for the Advisory Council that runs parallel to the Sanctuary's operational plan. (Please see Attachment C) A motion to accept the SAC Action Plan Draft Outline as amended, the SAC Strategic Plan Draft Outline, and the Council Procedures was unanimously approved. The Committee further proposed the following: … Another 1/2 day workshop to finalize the protocols introduced at the Retreat. Once completed, the protocols should be included as Chapter 9 of the Sanctuary Advisory Council Handbook; … An annual calendar be established to help the group become more pro-active in planning for events; and, … A 1/2 day workshop on Public Relations to help identify audiences, and to learn how to use existing resources. There will be a Strategic Planning Committee meeting on Thursday, October 19 from 12:00 p.m. - 3:00 p.m. at the Elkhorn Slough National Estuarine Research Reserve (NERR) to identify and prioritize current and potential issues to be addressed by the Council in 1996. All Advisory Council members are welcome to attend and are asked to bring their own bag lunch. VI. SANCTUARY LICENSE PLATE Nick Papadakis from the Association of Monterey Bay Area Governments (AMBAG) presented a report on the status of the Sanctuary license plate program. He noted that 934 paid applications have been received, with approximately 30% from the Monterey region and 60% from outside the area. Current marketing efforts include: an advertisement in the October issue of Motorland Magazine; a copy of the application on 1/4 of a million Nob Hill grocery bags; and, a Public Service Announcement filmed with San Francisco 49er, Doug Brien. Nick also informed Council members that the first deadline for acquiring 5,000 paid applications is December 31, 1995, but that it has been extended until December 1996. Council members are encouraged to keep selling the plates. Marketing ideas and suggestions should be directed to Nick Papadakis at (831) 883- 3750. VII. APPROVAL OF THE ADVISORY COUNCIL'S COMMENTS ON THE CALIFORNIA OCEAN RESOURCES DRAFT DOCUMENT, "CALIFORNIA'S OCEAN RESOURCES: AN AGENDA FOR THE FUTURE" The Advisory Council's comments on the California Resources Agency's Draft Document entitled California's Ocean Resources: An Agenda for the Future, were presented and approved as amended. VIII. REPORTS FROM THE WORKING GROUPS The Working Groups presented the following reports: Conservation Working Group (CWG) -- The CWG met on Tuesday, September 19, 1995 at the Moss Landing Harbor District Office. Highlights of the meeting included: … A presentation on the Water Quality Protection Program (WQPP), the Cambria Desalination Project, progress of research in the Fort Ord former restricted zone, and the Central California Regional Water Recycling Project, by Pat Cotter, an Environmental Scientist for the MBNMS; … A discussion of the legal issues surrounding the Central California Regional Water Recycling Project and the 6217 Non-point Source Pollution Program led by Linda Sheehan, West Coast Director, Marine Pollution Prevention Program for the Center for Marine Conservation; and, … Consideration of enforcement options in the MBNMS. With respect to the 6217 Non-point Source Pollution Program, Council members were informed that they could submit letters and comments to the California Coastal Commission up until October 11, 1995. The next meeting of the CWG is scheduled for Tuesday, October 17 from 10:00 a.m. - 12:30 p.m. at the Elkhorn Slough NERR. Research Activity Panel (RAP) -- The RAP met on Friday, September 15, 1995 at the MBARI Conference Room in Moss Landing. Highlights of the meeting included: … A decision to revise the Scientific Research Plan for the MBNMS; … An update on the status of the American Association for the Advancement of Science (AAAS) conference scheduled for June 1996 with a possible seminar in Monterey; … A presentation describing a volunteer program developed to help observe benthic species and their habitats in both protected and non-protected zones. The work produced may be useful in documenting the perceived benefits of marine refuges; … A report on the current research activities in the restricted zone off of Fort Ord; and, … The status of the Institutional Permit process. The next two RAP meetings will be on: … Friday, October 20 from 1:00 p.m. - 5:00 p.m. at the Pacific Grove Facility located at 1352 Lighthouse Avenue in Pacific Grove; and, … Friday, December 8 from 9:00 a.m. -12:30 p.m. at Hopkins Marine Station on Ocean View Blvd. in Pacific Grove. Sanctuary Education Panel (SEP) -- The SEP held an all-day Retreat on September 27, 1995 at the Elkhorn Slough NERR. The next meeting of the SEP is scheduled for Thursday, October 19 from 3:30 p.m. - 6:30 p.m. at Elkhorn Slough NERR. IX. SANCTUARY MANAGER'S REPORT The Sanctuary Manager's Report is attached. (Please see Attachment D) Discussion not covered in the written report is as follows: Permit Report -- The Council reviewed the Permit Report. (Please see Attachment E) Contact Scott Kathey at (831) 647-4251 for any questions or comments about the report. Mr. Tory Loomis, a student at California State University, Monterey Bay (CSUMB), and an intern for the Center for Marine Conservation, informed the Advisory Council about plans for the city of Marina to use personal watercraft vehicles for an emergency response beach rescue program. The response team will be working closely with the Sanctuary in an effort to minimize the impact on wildlife in the area and to be sensitive to Sanctuary regulations concerning the use of the vehicles. Sanctuary Foundation -- Following discussion, the Advisory Council voted to contribute $25 each to meet the Internal Revenue Service's required fee of $465 to grant non-profit status for the Sanctuary Foundation. This is the final stage in the establishment of the non-profit organization intended to provide additional revenue for Sanctuary programs. X. ANNOUNCEMENTS AND COMMENTS BY SAC MEMBERS … The eight week training period for the volunteer program, BAY NET, has begun; … The World Affairs Council is sponsoring a special two-day seminar on ocean policy issues on November 4 - 5, 1995. Three panels will address subjects concerning global ocean policies. Ambassador James L. Malone, former Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs, and U.S. Ambassador to the Third U.N. Conference on the Law of the Sea, will be the moderator. The event is FREE to the public and will be held at the Monterey Peninsula College; … Innerspace95, a recreational scuba diving conference, will be held at the Monterey Conference Center on October 13-14. There will be talks on a variety of ocean related issues; … The Research Symposium has been tentatively scheduled for March 8-9, 1996 at California State University, Monterey Bay.
