Final Supplemental Environmental Impact Statement/Management Plan for the Monterey Bay National Marine Sanctuary (MBNMS or Sanctuary)

Abstract

The National Oceanic and Atmospheric Administration (NOAA) proposes to amend the Management Plan, regulations, and Designation Document for the Sanctuary to allow limited, small-scale collection of jade in a selected area within the Sanctuary.

As required by section 304(a)(4) of the National Marine Sanctuaries Act (NMSA), 16 U.S.C. § 1434(a)(4), and Article VI of the Designation Document, the terms of designation may be modified only by the same procedures by which the original designation is made. Consistent with section 304(a)(2) of the NMSA, and section 102(2)(C) of the National Environmental Policy Act (NEPA), NOAA has prepared this supplement to the MBNMS Final Environmental Impact Statement/Management Plan (FEIS/MP) for the proposed amendment to the Management Plan, regulations, and Designation Document.

  • Part I of this Final Supplemental Environmental Impact Statement/Management Plan (FSEIS/MP) is the Introduction. It describes the authority for Sanctuary designation, the goals of the National Marine Sanctuary Program, the existing National Marine Sanctuaries, the history of the issues prompting this FSEIS/MP, and the goals of amending the Management Plan, regulations, and Designation Document to allow limited, small-scale jade collection within the MBNMS.
  • Part II of the FSEIS/MP describes the area and environment of the MBNMS that is the subject of the proposed regulatory change.
  • Part III of the FSEIS/MP examines the alternatives, including the preferred alternative.
  • Part IV of the FSEIS/MP describes the environmental consequences of each alternative.
  • Part V of the FSEIS/MP provides that portion of the Management Plan as it would be amended under the preferred alternative.

**As this document supplements the FEIS/MP for the Sanctuary, much of the discussion of the Sanctuary, its resources, and its goals references the FEIS/MP.
