MONTEREY BAY OIL SPILL EXERCISE SET FOR JUNE 14, 2000

On June 14, 2000, the United States Coast Guard (USCG), the California Department of Fish and Game Office of Spill Prevention and Response (OSPR) and various local, state and federal agencies will conduct a simulated emergency response to a local oil spill incident. The incident involves discovery, by local residents, of "tar balls" off the Monterey and Pacific Grove shorelines. Local emergency responders, led by Monterey and Pacific Grove Fire Departments, will initiate the response. The exercise will then test the transfer of responsibility for the incident to a Unified Command composed of local, state, and federal agency representatives. The drill will also evaluate the internal communication and coordination strategies of these agencies working together for a common goal.

The exercise will begin at 8 AM and will continue until approximately 2 PM. A "Command Center" will be based at the California Department of Fish and Game office at 20 Lower Ragsdale Drive, Ryan Ranch Business Park in Monterey. In addition, local Shoreline Cleanup and Assessment Teams (SCAT) will be deployed along four local beaches. After completing a two-day training course, the SCAT teams will practice how to survey, record, map and report oil presence along the beach. This exercise will test the preparedness of these personnel in the unlikely event a spill does occur along Monterey Peninsula beaches.

Agencies and organizations involved in this exercise include: U.S. Coast Guard, National Oceanographic and Atmospheric Administration, Monterey Bay National Marine Sanctuary, California Department of Fish and Game Office of Spill Prevention and Response, California State Parks, California Coastal Commission, Monterey County Office of Emergency Services, Monterey County Environmental Health, the Cities of Monterey and Pacific Grove, FOSS Environmental, Clean Bay Incorporated, and Advanced Cleanup Technologies Incorporated.

Members of the media are invited to observe the exercise from the Command Center at 10 AM.
