NOAA’s National Marine Sanctuary Program is searching for a dynamic, talented, experienced leader to run the nation’s largest national marine sanctuary.

Duties:
The Sanctuary Superintendent will oversee the management of the 5,300 square mile Monterey Bay National Marine Sanctuary (MBNMS) located offshore California’s central coast from Marin County south to Cambria. Established in 1992 and supporting one of the world’s most diverse ecosystems and a variety of human uses, the MBNMS is part of a federally managed system of thirteen marine sanctuaries and one marine national monument. The sanctuary system is overseen by the National Marine Sanctuary Program (NMSP), within the National Oceanic and Atmospheric Administration’s (NOAA) National Ocean Service. The mission of the program is to serve as the trustee for the nation's system of marine protected areas, and to conserve, protect, and enhance their biodiversity, ecological integrity and cultural legacy. NOAA is any agency of the U.S. Department of Commerce.

The incumbent will perform the full range of management and supervisory functions over a staff of 30+ scientific, educational, management and program operations personnel. He/she will oversee development and implementation of site-specific regulations, broad program initiatives for research, education and resource protection, management plans and policies, and permitting activities needed to achieve the program’s mission consistent with regional and national goals and objectives. The incumbent will be responsible for developing annual operating plans, evaluating site and program requirements and needs from a budgetary, political, institutional and technological standpoint, and assessing management effectiveness based on performance measures. The incumbent will oversee management of, and work from, a central office located in Monterey, California, as well as two field offices in Santa Cruz and Cambria. Management pertains to both financial and human resource oversight, and includes duties such as assigning workloads, evaluating employee performance, promoting employee accountability, motivating staff with clear policies and focused direction, and providing leadership to stimulate employee development.

He/she will also work closely with a Sanctuary Advisory Council made up of 20 voting members from different constituencies charged with providing community feedback, advice and recommendations to the site Superintendent. The incumbent will report to the NMSP West Coast Regional Director and work with other sites, and the regional and national office to address site, regional and national strategic priorities. The MBNMS Superintendent also serves as a member of the leadership team for the National Marine Sanctuary Program.

An effective MBNMS Superintendent must work closely with local communities –local governments and stakeholders who have interest in or depend on sanctuary resources for research, recreation, fishing, business, or other activities. Collaboration with state and other federal agencies is also critical. The site superintendent for a national marine sanctuary defines and articulates the vision for the sanctuary, consistent with its management plan and goals and objectives of the national system. Thus, an effective superintendent must be able to work within the broader program organization while also effectively defining and communicating to the staff and the community how issues and opportunities facing the site will be addressed.

Compensation and related benefits:
Full-time position government service position. Base Pay Range: $84,713 - $130,134 (Pay Band IV; equivalent to GS-13-14) based on experience and other qualifications.
