Letter from Paul Michel to the Monterey Bay National Marine Sanctuary Advisory Council Regarding the Decision Rationale regarding the need for MPAs in the Sanctuary (4/15/08)
Joint Management Plan Supplemental Draft EIS and Proposed Rule Now Available This proposed rule and supplemental Draft EIS describe a series of regulatory changes intended to resolve inconsistencies in regulatory language and enhance resource protection within the three central and northern California National Marine Sanctuaries (NMS) -- Cordell Bank NMS, Gulf of the Farallones NMS, and Monterey Bay NMS. NOAA decided to revise the CBNMS, GFNMS, and MBNMS proposed discharge regulations to prohibit discharges of all sewage from vessels 300 gross registered tons (GRT) or more with sufficient holding tank capacity to hold sewage while within the sanctuary; and in the MBNMS limit the exception for graywater discharges to vessels less than 300 GRT, and vessels 300 GRT or more without the capacity to hold graywater while within the MBNMS. The revised proposed regulations will include prohibitions consistent with the request from the State of California for the CBNMS, GFNMS, and MBNMS.

Monterey Bay National Marine Sanctuary Supports MPAs in Federal Waters After five years of fact finding, numerous meetings, resource assessments, workshops, socioeconomic studies, the MPA working group members, in December 2007, presented their arguments for and against federal water MPAs to the Sanctuary Advisory Council, which in turn gave its advice to the MBNMS. Since then, the sanctuary has received about twelve thousand comments on this issue. With the benefit of the community’s advice, input from partner agencies, and the last six years of consideration, the MBNMS has concluded that there is a need for MPAs in the federal waters of the Sanctuary.
