I. CALL TO ORDER, ROLL CALL The Sanctuary Advisory Council (SAC) held this special meeting to hear comments on the Joint Management Plan Review (JMPR) from communities in the southern section of the sanctuary. Over 60 people attended the meeting. In attendance were City Council members from Morro Bay, commercial fishermen, members of environmental organizations, and residents of San Luis Obispo County. Thirty-one people addressed the advisory council with their concerns. Many issues were raised, with the more common being the expansion of the Sanctuary boundary to the south and the sanctuarys role concerning fisheries management. The meeting adjourned at 9:40pm. I. CALL TO ORDER, ROLL CALL. MOTION: (Passed) The SAC unanimously adopted the minutes from the June 7, 2002 Sanctuary Advisory Council meeting, with the following changes.

introduced by Dan Haifley, seconded by Dave Ebert II. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA Chet Forrest provided an enthusiastic statement about the oceans and the sanctuary program. He also stated that most residents of Cambria support southern expansion of the boundary of the MBNMS. Paul Barrish suggested that there be a military presence on the SAC. Max Camarillo, a Seacliff beach resident, asked the council to please choose a site for the visitor center that would have the least impact on residents. Pat Camarillo, a Seacliff beach resident, supports a visitors center, but does not think that Seacliff is the appropriate place for one. Stephanie asked Ms. Camarillio if she could please submit a list of alternative sites for the visitors center. III. PRESENTATION: DAVIDSON SEAMOUNT MBNMS Research Coordinator, Andrew DeVogelaere gave an informative presentation on the Davidson Seamount along with Greg Cailliet, Moss Landing Marine Laboratories and Randy Kochevar, Monterey Bay Aquarium. They gave a power point presentation of what was found during the exploration of the seamount located 80 miles southwest of Monterey. They also discussed the extensive media and education components of the project. Also shown was a video that will be played as part of the flight movie news brief on American Airlines. No action was taken by the SAC. IV. PRESENTATION: PROPOSED LIST OF PRIORITY ISSUES FOR THE JOINT MANAGEMENT PLAN REVIEW (JMPR) Sean Morton, Management Plan Coordinator, presented the Priority Issues to address in the JMPR. He explained that SAC members were being asked to comment on the cross-cutting and site-specific issues. He answered questions from several SAC members and reviewed and clarified the information found on table 4.1. V. PUBLIC COMMENTS ON THE JMPR Shirley Bianchi stated that there are three issues that need special emphasis: 1) Clarifying the role of the Monterey Bay sanctuary with respect to fishing activities 2) evaluating the need for boundary expansion, identify benefits and addressing the need for local control 3) Addressing impacts from sedimentation (on-shore improper grading practices). Patricia Wilmore, San Luis Obispo Chamber of Commerce, stated that local communities should have an influence on sanctuary issues. Steve Scheiblauer, Harbormaster of Monterey, suggested three issues that he believes need the Councils attention: 1) the SAC Charter and Protocols 2) a specific change in the language regarding fishing issues 3) a clarification and simplification of dredging permits. Colby Crotzer, Morro Bay City Council member, would like to see a separate central coast sanctuary for the waters off Morro Bay. He also urged the Sanctuary Advisory Council to discuss the establishment of a local working group to tackle the issue of boundary expansion. Shoosh Crotzer submitted a petition with 750 signatures of residents that supports southern expansion of the sanctuary. She also strongly supported establishment of a local working group to address the issue. Gary Ruggerone, Caltrans, was pleased to see that Caltrans landslide management was a priority, but commented that landslides occur in other areas other than Big Sur. He would like to see item 16D, Marine Discharge and Debris (landslide disposal), given a higher priority. Alan Graves, SOS Policy Coordinator, believes that cruise ships should be addressed as a water quality point source pollution issue and that it be made a higher priority. He also believes that acoustics and oil development should be higher priorities. VI. PROPOSED LIST OF PRIORITY ISSUES FOR THE JOINT MANAGEMENT PLAN REVIEW: DISCUSSION AND SAC ACTION REQUIRED Just before lunch, the SAC began discussion about the JMPR. Questions were raised about cross-cutting issues and how they are going to be addressed 12:15 1:15PM LUNCH BREAK VII. PUBLIC COMMENT ON JMPR (CONTINUED) One other member of the public spoke after lunch about concerns related to MTBE and asked the SAC to look at this more seriously. Holly Price from the Sanctuary staff responded that this was an issue the office was tracking closely that this is primarily a ground water concern and that there was no evidence to date of discharges of MTBE into the MBNMS or damage to Sanctuary resources. SAC ANNOUNCEMENTS Richard Nutter made very positive statements about the MBNMS WQPP and the voluntary stewardship initiatives of the Agricultural industry and 6 county Coalition of Central Coast Farm Bureaus. Bill gave an overview of the September 20th community forum on ocean conservation to be hosted by Leon Panetta, with guests Julie Packard and Jean-Michel Cousteau. Bill invited everyone on the SAC to the event as the Sanctuarys guest. Stephanie announced the AMBAG dinner event for September 21st featuring Leon Panetta, Congressman Sam Farr, the past and current SAC chairs and many local government representatives. Chris Harrold mentioned PISCOs newsletter, passed around a copy and gave out their website address. X. UPDATES Michele Roest, MBNMS Education and Outreach Specialist, gave the SAC a preview of the MBNMS Anniversary events to be held in San Simeon/Cambria on September 7th. Kathryn Karako, Director of Friends of the Elephant Seal, provided a status report and spoke about two of their education and data collection programs-the Royal Laguna program and the Census program. XI. ACTIONS: SET OCTOBER SAC MEETING AGENDA Carmel Valley was suggested as the next meeting site. The meeting adjourned at 4:30 p.m. Submitted
