I. PUBLIC COMMENT ON ITEMS IN THE JMPR PROPOSED ACTION PLANS

There were an estimated 350 members of the public that attended the Public Comment period of the July-August Sanctuary Advisory Council meeting. Of the 350, the Advisory Council heard from a total of 102 members of the public. Topics ranged from the Sanctuary Visitor’s Center, Motorized Personal Watercraft, Special Marine Protected Areas, Desalination, Davidson Seamount, Fishing and many more. Members of the public also submitted 74 written comments on some of the same topics via “public comment” boxes for each issue area. The public comment began at 6 p.m. and concluded at 11:45 p.m.

I. CALL TO ORDER, ROLL CALL, SWEAR-IN OF NEW MEMBERS

APPROVAL OF June 26-27, 2003 DRAFT MEETING NOTES

The SAC agreed to review the June 26-27, 2003 draft meeting minutes at the October 3rd meeting in San Simeon, CA.

II. FACILITATED WORK SESSION

The SAC lead by a facilitator, worked through its member comments on the various action plans. On most of the issues addressed on July 31, 2003, the SAC resolved the issue by reaching consensus. On several matters, it could not reach consensus, and resolved the matter by a majority vote. Two items were referred back to the working groups. Many items were withdrawn by a SAC member after discussion, with no change proposed to an action plan.

Bill Douros presented conservation primary, Vicki Nichols, with a plaque in recognition of her participation with the Monterey Bay Sanctuary Advisory Council.

II. VISITOR CENTER FEASIBILITY STUDY PHASE II REPORT PRESENTATION

Bill Blake, AMS Planning & Research consultant, gave a presentation on the Visitor Center Phase II Report.

Sean Morton, Management Plan Coordinator, gave a brief presentation regarding the next steps for the Joint Management Plan Review process and the Monterey Bay Sanctuary Advisory Council.

V. ACTION: SET August 22, 2003 AGENDA

The Advisory Council set the August 22, 2003 agenda with the following five issues: Wildlife Disturbance-Marine Mammals, Seabirds and Turtle Disturbance, Operations and Administration, Water Quality-Water Quality Protection Program Implementation, Water Quality-Beach Closures, Coastal Development-Desalination.

The meeting adjourned at 4:44 p.m.
