Recent State Water Board Coastal Monitoring Efforts: ASBS and Mussel Watch (Dominic Gregorio/State Water Resources Control Board)

  • Dominic Gregorio provided overview of monitoring efforts in Water Quality Protection Areas (Marine Managed Areas), and the Mussel Watch Program

New Directions in Coastal Management Based on Recent Success (Ross Clark/Central Coast Wetlands Group & Coastal Commission)

  • Ross Clark provided overview of Action Plan development for Critical Coastal Areas (program at Coastal Commission), with a focus on Watsonville Slough
  • Through coordination among local regulating agencies (city, county, state, fed), came up with Identified Actions:
    • Urban management measures
    • Hydromodification Management Measures
    • Cross Cutting Habitat Management actions
  • Created CCA Draft Action Plan
  • 15 actions defined; Action Plans for 6 have been created
  • Identified research and monitoring needs

RAP FOCUS TOPICS

Proposed Halibut Fishery: Research Design (Lindholm)

  • James Lindholm provided an update on the Halibut Research Design Project of the proposed halibut fishery in northern Monterey Bay
  • Group convened in fall 2010
  • Charged with designing a project in Monterey halibut grounds
  • Several options discussed to answer various policy questions
  • Group is leaning towards Policy Q: Is there a gear type that catches the most halibut and has the least environmental impact (1.5 yr, 670k)
  • Research approach has been drafted
  • RAP concerned about green sturgeon critical habitat, and the habitat group should look into it in detail; and RAP concerned with habitat impacts of trawling

SANCTUARY RESEARCH UPDATE

Focus Topics of the RAP & Scientists as Stakeholders (Harrold/DeVogelaere)

  • Andrew gave presentation on MBNMS Research Program, and plan for 2011
  • RAP 2011 Priorities: consensus?
    • Beach COMBERS – Advocates
      • Presentation to RAP
      • Promote within MBNMS, broader NOAA and beyond
    • Ocean Acidification – Advisors, Marketing
      • Comment on ONMS plans
      • Compile info on regional assets and capabilities
